God IS love indeed. but the premise of His love is His holiness.
we are not to define love according to human standards. even the love that is defined in 1cor13 is in the context of how we as humans operate.
God's love as defined by all of Scripture, from old to new testament, is on the premise of His holiness.
what does God love most? NOT US. God's number 1 love and priority is the Trinity and the glory of the Trinity.

One of the reasons why people fail to see the grandeur and majesty of the God of the ages is because they traditionally look at Him through the lens of "God is love." But it is in God's holiness that all His attributes flow through. That's where everything comes together and makes sense.
